Vice president called for donations to Minnesota Freedom Fund
amid George Floyd riots

A Minnesota bail fund championed by Vice President Kamala Harris
helped free a repeat felon now charged with murder.

The Minnesota Freedom Fund on Thursday acknowledged it helped
secure the release of Shawn Michael Tillman, who in May shot and
killed a passenger on a rail platform in St. Paul. Harris
promoted the Freedom Fund on Twitter during the George Floyd
riots in 2020, helping the group raise $35 million in a matter
of weeks, according to the Washington Post.

Freedom Fund executive directors Mirella Ceja-Orozco and Elizer
Darris defended the group's decision to post Tillman's bail in a
statement Thursday, saying, "It is neither just nor effective to
respond to violence by denying bail and preemptively punishing
people who are disproportionately poor, Black, brown, and
Indigenous."

Tillman's criminal record includes multiple counts of indecent
exposure, as well as assault and unlawful possession of a
firearm, court records show. He is now in custody with bail set
at $2 million.

When reached for comment, the Freedom Fund directed the
Washington Free Beacon to its statement.

Tillman's most recent felony conviction was in November 2018 for
indecent exposure in the presence of a minor. He had seven prior
counts of indecent exposure at the time. Ceja-Orozco and Darris
said convictions play into their decision to fund those charged
with crimes. They did not list any of Tillman's past convictions.

Tillman is not the first person to commit murder after being
bailed out by the Freedom Fund. The group helped free a man
charged with domestic abuse last year. Weeks later, he murdered
another man in a road rage incident, the Free Beacon reported.

The group also shelled out $75,000 in cash to release Jaleel
Stallings, who was charged in May 2020 with attempted murder
after shooting at police during the Floyd riots.

Minneapolis saw the highest number of homicides last year since
the mid-1990s.

ST. PAUL, Minn. (TND) — A suspect released with the help of a
nonprofit organization operating a Minnesota bail fund endorsed
by Vice President Kamala Harris has now been charged with murder.

Shawn Michael Tillman, a repeat felon, shot and killed a
passenger on a light rail platform in St. Paul, Minnesota in May
after reportedly being released from jail on April 29 for
indecent exposure thanks to the Minnesota Freedom Fund (MFF).

Vice President Kamala Harris pointed potential donors to the
Minnesota Freedom Fund during the violence that ensued after the
murder of George Floyd.

The Minnesota Freedom Fund's executive directors, Mirella Ceja-
Orozco and Elizer Darris, defended the group's decision to bail
out Tillman.

"When determining whether to provide bail support, Minnesota
Freedom Fund evaluates several factors including bail amount and
a defendant's appearance history, and we prioritize people at
risk of losing housing and employment or who are facing
challenges like homelessness, mental illness, and chemical
dependency. Mr. Tillman's bail was $2,000 – a small amount
compared to our average bail request of more than $58,000 and
well under our daily bail cap. After paying Mr. Tillman's bail,
our Post-Release Team attempted to contact him, as they do all
our clients upon release," they said in a statement.

"In all our bail decisions, we strive to balance pre-trial
justice with community safety. As a community, we are struggling
to navigate and solve violence in our neighborhoods. We all want
and deserve to be safe. But it is neither just nor effective to
respond to violence by denying bail and pre-emptively punishing
people who are disproportionately poor, Black, brown, and
Indigenous," the statement continued.

Tillman's criminal record includes multiple counts of indecent
exposure in addition to charges of assault and unlawful
possession of a firearm, according to The Washington Free
Beacon. He is now in custody, and his bail is set at $2 million.

Bail reform has become a hot-button issue going into the
November midterm elections.

A district attorney in one California county found that 70% of
criminal suspects between 2020 and 2021 released via the state's
cashless bail policy ended up reoffending.

Several other states across the country, including New York,
have also passed controversial bail reform measures that have
evolved into political talking points on both sides of the aisle.

A man accused of shooting and killing a victim Friday morning on
a downtown St. Paul light rail platform has been charged with
murder, court documents show.

Shawn Michael Tillman, 33, faces one count of second-degree
murder in connection with the shooting of a 37-year-old man who
police have yet to identify. He faces up to 40 years in prison
if convicted.

A criminal complaint states police responded to a shooting
around 4:15 a.m. at the Green Line station near Fifth and
Minnesota streets. Officers found the victim lying on the light
rail platform with several gunshot wounds to the head and torso.
Medics pronounced him dead minutes later.

The incident marked the third fatal shooting in St. Paul in a
span of six hours and the city’s 18th homicide this year.

A witness told police he heard two gunshots followed by another
two shots before looking outside and seeing a gunman shoot the
victim three more times before running away, the complaint
states.

Police talked to a man who had been with the shooter before the
incident but said he didn’t know the gunman’s name. He told
police the shooter and the victim “have a beef.”

Surveillance footage shows the gunman raising a handgun at the
victim before firing at him. The victim stumbles backward and
onto the ground before the shooter walks closer and fires twice
more. Finally, as the victim is curled up and shielding himself
with his arm, the shooter fires a round at the victim’s head,
then twice more, leaving the victim motionless, the complaint
states.

In all, the Ramsey County Medical Examiner’s Office determined
the victim had suffered six gunshot wounds.

An officer reviewing the surveillance footage recognized the
shooter as Tillman, who was a suspect in two indecent exposure
cases and a criminal sexual conduct case the officer was
investigating. Additionally, a DNA sample taken from a face
covering that fell out of the gunman’s pocket as he fled the
scene matched up with Tillman, the complaint states.

Police arrested Tillman on Saturday, and he remains in the
Ramsey County Jail on $2 million bail. His first court
appearance is set for Tuesday morning.
